when we see each other in person it's like when i speak he starts to speak at the same time and neither of us hears what the other is saying . why is that

It's one thing to be on the phone and another in person. Let's say you like this boy alot, in person you are soooo excited to see them that you just both go off at the same time. But on the phone it's different, u can't really see this person and just don't know how they're ganna react.
But I would say that both of you like each other alot and are nervous. It'll pass!
