if you're asking because you're watching horizon then chimps are most definitely 99.4% human. That's probably more human than a lot of folks I know.

a respected american judge was once asked this ethical question. if someone who had all their organs replaced by other primate organs to the extent that he was 50% human abd 50% primate would he still be prosecuted as a human. the judge answered yes and he was the confronted with the fact that chimpanzees share 98% of their genes with humans. it is not the genes we share rather the genes we dont share that makes us human, so, no chimps are not people. all primates, including man and chimps shared a common ancestor in the distant past, but are different branches of the evolutionary tree.

I heard we have the same genes that chimps do but they have different timing of expression which gives us all of our differences. Seems hard to believe though.
