I would like to find a celebration or ritual which includes releasing balloons to celebrate a persons life?

Wow-the 12th is my B-Day. Sorry for your loss tho.

When my G'Pa died, we all filled up our balloons and attached notecards with a memory written on them. Then we let them go outside. We're of no specific religion. Hope that helps!

Then write your own.

One thing though, releasing balloons hurts the environment if they are not biodegradable. Plus birds eat them and die.
