because they are also beautiful.

one day, you will grow old and start losing hair. you will look into a mirror and call yourself beautiful, too.

and a nice hairless chihuahua will come walking by and be your friend and forget you ever asked this question.

Probably because there is someone out there who likes the way little Titto looks. I agree with you, in that I wouldn't think so, but to some they may.
