I plan to buy a camera that uses usb2 but my old computer has usb1

Yes, it just won't upload pictures at the rated speed on the camera.

Oh and windows will give you this annoying message telling you that. ignore it. If you want to you can purchase a pci addon card that will give you usb 2 capability for under 25 dollars.

You need to check the camera specifications to see if it is backwards compatible to the old standard. Many USB 2.0 devices absolutely will not work with the old ports. You need to find out before you buy the camera not after.

I'd say yes for a hard drive or a USB key because they are backward compatible with USB 1.1 (they only work slower). So a camera (if you mean a photo camera) will work at 99% on your slower computer.
