A scale is represented as an octave within a particular range, in this case B flat. B flat refers to the range of the scale or the notes that correspond together only in that scale. Major refers to the placement of the notes in that scale; Major is a brighter happier sound and Minor is a somber more dark sounding tone. A B flat minor scale would be a half note lower throughout.

It is scale which is starting whit note B flat. It has notes B flat C D E flat F G A B flat.
