Department store makeup, as a rule, is better. There are advisors who can tell you what makeup will go best with your skin tone and skin type. There's more variety, and will give you honest advice. Drugstore makeup is alot cheaper, but it can look cakey, crumble easily or doesn't last very long. But you can get some good colours and there are some great foundations for quite cheap. It all really depends on what type of money you're willing to spend on cosmetics.

Price is not alway indicative of quality. Take, for example, e.l.f. cosmetics, a company that simply doesn't spend much money on PR and marketing, and thus can sell almost all of their products for $1.00. The quality is VERY good and though the amounts are slightly smaller than other brands, by the time you're tired of a color, you're almost out of it anyway so the timing is pretty well thought out by the company.
In my experience, many drugstore brands are just as good, if not better, than the ones you get in department stores. You pay more in department stores, regardless of the quality, because the company has to pay not only for PR and marketing of the products (magazines, press releases, free samples, radio, TV, etc.) BUT they also have to pay the department stores for placement, the salespeople, the managers and the representatives to "pamper" you into buying their products.
Bottom line - it's all dependent upon what experience YOU want to have with your makeup. Decide for yourself. Look at a bottle of Clinique foundation's ingredients side by side with a bottle of comparable L'Oreal foundation. You may be very surprised at how similar the ingredients list is.

they are cheaper.
most of the time drugstore and department store make up is the same.
you don't have people bothering you to buy stuff.
drugstores can be open 24 hrs than department stores so you can look as long as you want and anytime you want.
Department stores;
you can try on the cosmetics.
you have people that can help you find out your color.
the foundation, concealor, and powders are much better for your skin.
you can get makeovers.
the packaging is prettier.
There are way more cosmetics than there are at drugstores.

You might want to discuss the amazing similarities in products owned by the same line. Theo only company that has both a big department store line and big drugstore lines is L'Oreal, which owns Lancome, L'Oreal and Maybelline (plus more, but these are the big ones).
Estee Lauder used to own Jane but they don't any more, so I think this is really the only mega-cosmetics brand that owns a drugstore line. (Estee Lauder also owns MAC, Clinique, Origins, Prescriptives, Stila etc.) I believe Revlon owns Almay, and I know that Proctor & Gamble owns both Cover Girl and Max Factor.
An anomaly are Sonia Kashuk's products at Target. That's the only makeup-artist driven line that is in a drugstore, and is really pretty good. You might compare this to Laura Mercier, Paula Dorf, or another line like this.
Basically, in my eyes the difference is a department store line will have more up-to-the-minute colors and formulations, and will have testers and professionals to help you. Some products ARE better, there isn't really a drugstore eyeshadow I like, for example. Foundations are sometimes better in a department store line, but the real plus is you can get expert help in choosing one!

At drug stores, you can get makeup for much cheaper. Unfortunately, you can't always try the makeup first. Only some drugstores have a few samples out. And at most drugstores (Rite Aid's an exception), if you buy makeup, try it at home and don't like it, you can't return it.
Department stores let you try the products before you buy. They have people to help you pick what's right for your specific skin type and coloring. Sometimes you can even get samples to try at home. I personally find department store brands to be of better quality and better for my skin than the drug store counterparts.

Drugstore makeup-make up of more minerals and other raw materials that can clog up the pores of your skin, majority of brand hardly has any pigment in it. They focus more on price rather than quality.
Department Store makeup-they consider more skincare factors in it rather than the price. so they're expensive for a reason. Some (but not all) of them has really nice pigments and lasting power.

Personal one-on-one care. You can't beat that! Also, even though there are great inexpensive drugstore brands, the quality is much better and often you don't use as much product. It may last a little longer and you'll feel like princess!

drug stores are cheaper, but department stores have better quality. i just got MAC powder, and it works so much better than drug store stuff. department store eyeshadows are also hella better, more vibrant (and that's what i like).
another topic: you could talk about skincare stuff in drugstores and department stores. (facial lotions, etc.)

Make up bought at departmental stores are more expensive then from drug stores. That's the MAIN difference.
Also, make up from drug stores (such as dollar tree or big lots) sometimes are the left overs from the departmental stores. So if you want to get your make up newer, you should get it from departmental stores instead of drug stores.
Sometimes too, getting your make up from departmental stores are better because you can check with the poeple behind the counters on make up tips, whereas in drug stores, they don't usually bother much about that.
There are more variety of make up; different brands in departmental stores than in normal drug stores.
Is that enough?
