I would presume you can, you are considered a professional - so long as you can vouch you have known the individual in a professional capacity for at least two years. Qualifying individuals are not only teachers, bank managers and accountants, they can also be anyone in a mangerial 'professional' capacity - it basically indicates they are a personal of standing within the community.

I don't think they can. If someone is a 'professional' ie an accountant, then they can, but not just a manager i don't think.
