Practice, practice, practice...

If you can find something that the person is interested in that might make them more interested in reading about the subject.

Lots of patience and knowing to help them in a comfortable setting. If they are older then they are probably embarrassed by it so find out if they have a real underlying problem such as a learning disability or dyslexia first and then of course their reading level and go from there.

How old is this person?
If an adult--find something they are really interested in. i got my teenage son into reading by introducing him to comic books. my autistic grandson is into video games so I made him read me the instruction booklet. My dausghters were into fashion--Cosmo here we came. Without more information this is about all I can tell you.

try different tricks such as mnemonics or try to get him or her to read stuff they're interested in it will work faster
