I'm looking at retiring with a large lump sum and nothing much coming in after that .

No I think not all Indians speak English but most of them. You can go for the places like New Delhi, Bangalore, Chennai, Hyderabad & also Mumbai.
But in India places like Uttar Pradesh & Bihar most of them doesn’t know English. Yes they are cheap but not all places. One can go for a call center job. Those who know English.

You can live here in the Philippines, particularly Manila. It's a cosmopolitan city - pretty modern, can even compete with Hong Kong. The Philippines, although a third world country, has all the modern amenities that you'll look for in any first world country.

Plus, if the prices here are pretty cheap. $10 can get you through the day.

Oh, and almost 95% of the country speaks very good English.

I will have to say Philippines, not just because I myself is a Filipino but I agree with the earlier answer. Though it is considered as a third world country, its capital Manila is very cosmopolitan. Even if you live in the elite areas of the capital, it is still considerably cheap with how foreigners earn there money back to their homes.

By the way, statistics get high every year, foreign nationals immigrate and retire in the Philippines. Generally most of the natives knows English even if they are not so educated. And most US and European products are readily available, especially food.
