Is it possible for water entering into a house at a low than normal pressure to cause damage to a hot water heater?

I am aware that no water entering a hot water heater can damage but I am just wondering how much of an effect reduced water pressure would have on a hot water heater.

Only if the pressure has somehow let air into the hot water tank. If the heating elements are turned on without water around them, they will burn out instantly. Otherwise, lower pressure shouldn't damage your hot water heater.

It can damage your plumbing system. Low pressure is usually an indication of a restricted line, or a leak in the line. Line pressures usually fluctuate, same as electricity. But low pressure itself will not cause damage to your electric water heater. It will take longer to heat, considering most heaters are preset with a predetermined volume to have heated water available on demand.
