Living in Toronto, I'm currently with Direct Engergy for the gas and hydro. I received an early renewal agreement, says residential 8.95cents/kWh until Dec. 31, 2009. I'd like to know is it worth extending contract for this offer. By the way, does it help if I install a Smart Meter?
Your advice will be very appreciated.

I am not sure if that is a fix rate or if it is the lowest as you have not made any comment on the other possibilities,and other opportunities.
However if there is no complication foreseen down the road it wouldn't be a major risk,gas and hydro-as in hydro from water powered generation is probably the best way to go as they are cheap,as their resource,water seems to be endless,or renewable.
If there are smart meters out there, (maybe) , used in the process of metering ones usage of electricity, go for it,no mater the expense it will save lots of money down the road,by cutting back on,unnecessary use of power.

Well, here in Texas with TXU it is 15C per KW hour so I would say YES! But, in your neck of the woods, you may get a lower price. Shop around.
