That's a definite "Yes." Phil Collins wrote that one. The story behind that song (no idea whether the story is true) is that the person he was referring to when he sang "When you told me you were drowning I would not lend a hand" was the man that he actually saw rape his sister when he was a pre-teen. Apparently he observed the man drowning over a decade later and was about to help him, but when he saw him and realized who he was he let him drown.
