I know nothing about eye screening!! I was a technical author for years writing manuals based mainly on my own trade, which was control engineer, so I knew my subject!
The main reason for these manuals was so that technicians could follow the various procedures required, this served two purposes, it assisted the technicians, but above all it covered the companies a55 where safety was concerned, they could always say "Did you follow the manual"??
Now I have to assume you have some knowledge of this eye scanning? or at the very least have all the information available??
I always imagined that I was doing the job and wrote down the procedure that I myself would use, always taking care of the safety aspect, you can never overdo the safety aspect, the employer loves it!! so always go to the extreme on that.
Then do as I did imagine you are doing the job, you should have all the required technical info to hand, if you don't already have it in your head, get it before you start, and if its necessary to include in your manual copy it, (make 100% sure the information is reliable).
Sit down and get on with it, keep reading it make changes as you see fit, but dont just sit there thinking about it, get some thing on paper! NOW!!

First start with the steps or issues, use those as your headlines for your manual, then underneath each headline, write the details relating to that issue. Then ask someone else who is knowledgable check it over and see if you missed any topics.
