I recently sent off a Western Union money order. It was sent back due to circumstances beyond my control. I need to cash it to get the money back, but its filled out to someone else.

Just take it back to the Western Union Office. You'll be able to cash it there. THey will have you note that it was not used for the purpose intended and then ask you to sign your own name. That's all. Make sure you take your reciept for that money order with you when you go.

Who ever filled it out will have to take it and cash it in to get the money. Or the person who they sent it to.

go back to the office you sent it at and tell them what happened and ask for them to refund the money to you. you will have to pay a fee but it is workable

As long as your name is on it as the sender or reciever. As long as your name is on it somewhere.
you should be able to cash it.
