You could just film it with home video equipment and put it up on youtube or another similar website. When it gains an audience, you can try to grow it from there.

As far as filming goes, not even the professional writers think about that first. It's not up to you to film the script, that's up to the producers and the production company. What you need to do is focus on a great idea with interesting characters with personalities that we haven't seen on a series yet. You take this idea to a production company that specialises in the format you're writing for (drama, comedy ,etc.). If they option the idea, they will help you craft the idea and script into something that can be pitched to the networks that are most likely to want to commission the project.

Once it's been commissioned, the production company is responsible for the filming, not you. They'll want to find actors that will generate interest from the audience and get a director, music composers, set designers, etc. who have the experience to bring your vision to life.

Don't put pressure on yourself to get this filmed. Your job will be to write the best script you can.

First you have to have a great character driven idea. Then you have to put it in the right structure. No-one will accept a screenplay if it is not in the right format on paper.
Search the web for something like 'how to write a TV screenplay'
When you've written it look for agents that will try and market the thing for you.

Start out with a video camera and try posting on google video or similar as a start to see how your work is rated before investing too much time and effort.

You might start with some sort of film school or camp maybe talk to some sort of pro in that business or something.
