I live in the US and she is in Romania for one year. Since I am the breadwinner, I would like to be able to contribute to this account from the States, so that she would have access to these funds. Is this possible, perhaps with an international bank of some sort? Or am I stuck with paying high Western Union fees? Thanks!

She would have to go top a Romanian bank that has a US correspondent. That bank would write to the American bank asking for the usual banking forms. Once they are received by the Romanian Bank....she would sign the forms there and the Romanian bank will certify her signature and send them back to the American correspondent.
The American correspondent would then notify her of her account number and send her the usual cheques and convenience card.

My son's wife is in Japan and he just set up a special account here in the States and sent her a bank card to use.
