I live in the US and she is in Romania for one year. Since I am the breadwinner, I would like to be able to contribute to this account from the States, so that she would have access to these funds. Is this possible, perhaps with an international bank of some sort? Or am I stuck with paying high Western Union fees? Thanks!

What you can do is open a joint account. That way both of you have access...Since you're going to be the one putting money in it, the bank won't care much about the other joint owner.

Online you can register for an account without having to sign for anything. I did this with Bank of America and I received a debit card in the mail within 3 days.
