Is this a bed room situation? If so try a noise cancelling machine like they use in doctor's office so you can't hear what's being said in the next room. My guitarist turned me onto them. It a round plastic electricly driven wind machine that genereates a low whooshing sound that cancels out noise from outside the room. First day I used it I slept right through my alarm clock.

A piece of foam underlayment that they use for carpet and a good rug will help. If you have hardwood floors, get one of those rug-gripper mats to keep it from sliding around.

Go down to the nextapartment, knock on their door, and ask them to turn down their TV.
