BALKAN IS IN EUROPE...at least geographically.
I have never heard such a nonsense as "Balkan is not in Europe" before.

I think that among the poorest are Albania, Bulgaria, Moldova, Bosnia, and Serbia.

According to the CIA factbook the countries with lowest per capita GDP in Europe are:

Moldova ($1,800)
Georgia ($ 3,300)
Montenegro ($ 3,800)
Serbia ($ 4,400)
Armenia ($ 4,500)

I expected to see Albania ($ 4,900), Belarus ($ 6,900) and Romania ($ 8,200) there, but they are Nos. 6, 8 and 11. All this is very subjective, of course (I can't believe that Austria is reacher than Switzerland)

It depends how you define Europe.
Many countries in the answers above are in the Balkan area or near Russia. That is Eurasia, not Europe.
