Don't tell him you like him, let him find it out for himself over time (if he's interested).
You are putting him on the spot to tell him.
Talk to him, flirt, let your interest show (within reason, don't act like an idiot). If he's interested, he'll pick up on it.
The only other way is to simply ask him out. No big declaration, just "would you like to [go to n-movie, out to dinner, to the fair, whatever activity you'd like] with me this Friday?" or whenever.

You could always do what my fiance did when he asked me to prom: write a note and run away! :-) He did it in a word quiz format, since I love word quizzes. He capitalized weird letters in his note, and I had to fill out this series of blanks to find out what his question was. (Will you go to Prom with me?)
No matter what you decide to do, make sure you tell him that you're not expecting anything from him. You just wanted to see what would happen, since it feels worse to never try than it hurts to try and not succeed.

just spend a lot of time with him.. talk to him a lot.. touch him.. joke with him.. pay all your attention to him..
also, guys really fall for that "damsel in distress" thing... get him to help you do stuff :D

tell him in private,,like at a movie,,and tll him you got a confesssion to make first that way it will soften him up..good luck
