I would like it to be more peacful, instead back stabbing,complaints, be more appreciative that we are able and have a job with the state of texas.

Actually there is a fantastic course on dealing with difficult people that categories them into four different groups and offers techniques on how to best work with them. It is now available in a self-paced online environment - might not be as valuable as in the class, but I think it's probably a good investment for about $99. I attended it in person years ago and occasionally still refer back to thinks. It was one of the most helpful seminars I've been to.

Your manager should be dealing with this type of behavior. Refuse to be drawn in to the type of behavior you describe. Get a list of job openings for the State of Texas and maybe there is a job available in management of some sort.

Call HR and make a formal complaint.
