Is College Algebra the equivalent to Precalculus?

College Algebra is most certainly not the same as Precalculus. I attend Loyola University at Chicago and there are two separate classes.

I taught both classes when I was a graduate student in mathematics at the University of Minnesota. There is an incredible amount of overlap between the two. However, precalculas usually includes some trigonometry and analytic geometry.

To be honest, my 9th grade math class was more advanced than either course.

Pretty much. Precalculus is a stupid class. They should just call it Algebra III.

ummm...no. College Algebra is algebra, simplified...then there's college algebra and trig, adv algebra and trig, trig, etc. Precalculus is an introduction to Calculus, which is like no math you've seen.
