Is it true that all 43 presidents are in some way related, and that 33 can be traced back to charlemagne? Do you have facts to back your yes/no answer?

Haven't done the research, though the probability on both is very slim. The US has had several presidents who have been related, and not just the obvious ones, simply because in its early days there were only a few powerful, connected, old rich-style families.
This situation has become less likely due to expansion throughout the rest of the US (the original leader had only 13 states), the opportunities for wealth and greater immigration.
As your presidents all seem to have their heritage based on connections with the UK or Ireland, then the probability of a blood-line from the Emperor Charlemagne is extremely unlikely.
