I would say Subway. Their veggie sandwich only has 3 grams of fat!

Panera Bread may not seem like a fast food place, but the food is supposed to be made and given to the customer within 2 minutes...and thats pretty fast! They probably have the best low fat good quality food, as long as you stay away from their cream based soups, paninis, salad dressings (which you should just ask for on the side) and sauces they put on their sandwhiches.
Sometimes when i am in a rush, i will run through mcdonalds or wendys and grab a salad. They are pretty good if you want a healthy alternative. Make sure you skip the Crispy chicken though. I found that Burger King had a pretty good salad because their chicken was hot and in a seperate bag to keep the heat! I enjoyed that over the cold cubes of chicken at Mcd's or Wendys.
Subway is great too.

Subway has low fat subs, but the healthiest thing to me from a fast food outlet would be a salad, but don't put on too much salad dressing, which defeats the whole point

All of them if you only order the water and salads without any nuts, dressing or cheese. All of us could eat healthy if we put our efforts.
