A 4 octave keyboard is very small, but it will get the job done. Save for the 61 if you're serious about piano. You'll be able to play a lot more. Semi-Weighted and Hammer action mean that when you strike a key it will feel more like a real piano key and less like a piece of plastic. Hammer action means that when you hit the key it will sound more like a real piano (when the hammer hits the string, it starts out very loud and gets quieter as the string vibrates less). These can also mean that the keys are sensitive to touch, so if you hit the key lightly, you get a softer note, and when you hit the key hard you get a louder note. Both of these mean something when you've played piano for a long time, or if you're a performer. But if you're just buying it for fun or to learn on - don't worry about these features, they'll just end up costing you more.

There are 8 notes in an octave. So multiply that by 4.

four octaves .. eight notes in an octave, 4 x 8 = 32
So 32 white keys and fill in 2 black then 3 black alternately

A keyboard or piano that only comes up 2 ledger lines from middle C, and down only 2 ledger lines from middle C. It also doesn't have the standard 88 keys that are on a piano, it has 48

its a keyboard with 4 octaves on it. An octave is all the notes A-G#. Thats 48 keys total. Its very rare to find a keyboard with 48 keys. 49 keys is more likely.

one octave is a full set of notes. abcdefg. so your keyboard is like a piano, not a computer.
