An F and E tank is a feed and expansion tank. It supplies water to the central heating system and takes pressure out of the system if the central heating water gets too hot. There is also another tank for the hot water system for your hot taps which does exactly the same thing. The water supply for the hot tap water is seperate from the central heating water to prevent contamination from the central heating water. The expansion part of the F and E acts as a safety device.

Fill and expansion tank
It normally sits in the loft and has a mains water feed to it which fills the system. It also has an open vent from the system to it in case the system over heats which allows the over heated water to expand and flow into the tank.

As others have said it means - 'Feed and Expansion).
'Feed' referring to it containing water that 'tops up' the central heating system (e.g. after leaks, bleeding or draining)
'Expansion' refers to the open-ended pipe leading from pipework in vicinity of your pump, which loops up into your 'F&E' tank - it's purpose is to allow heated (and therefore expanded) air / water, to feed back into the 'F&E' tank.
As everything (including water) expands when heated, and as central heating pipework is a closed (sealed) circuiit of pipes and radiators - an outlet is required for the increased space that the expanded water takes up.
It is therefore important that this pipe is not blocked or stopped, as it fuctions as a pressure release, and allows water to rise part way up the pipe (displacing air or in extreme cases water) into the 'F&E' tank.
