Body hair as well as facial hair are genetic traits that are stronger in some races than others. Chinese are similar in that they don't have much facial hair. The climate might have had some influence when these traits developed but there might also be cultural influences too. If women think facial hair is less attractive then it might be slowly bred out of a racial type over a long period of time.

Apart from eybrows and lashes, the pure American Indian does not have any facial hair at all and this is a genetic trait.
