You mean "A Scandal in Bohemia", in which Sherlock Holmes has to find the picture of the King of Bohemia and Irene Adler.

The explanation in the "Annotated SHerlock Holmes" of William S. Baring-Gould for this part of the text is:

"A photograph 3 7/8''x5 1/2''' in size, larger than the carte de visite and smaller than bouldoir size."

Maybe the photograph is a fake front of a cabinet? Who knows. You'd have to ask Sir Arthur Conan Doyle to get that one.

Which story? We need to put the quotation into context. A cabinet need not be a piece of furniture - it can be a room where an advisory committee, for example government ministers, meet or that committee itself.
