You need to learn the verb conjugations of 'etre' ('to be'):
Je suis
Tu es
il est
elle est
Nous sommes
Vous etes
ils sont
elles sont
Then determine whether you need a masculine, feminine and/or plural. It's not as easy as just 'est'.

Depends on context. Usually you would use part of the verb etre to be eg il est - he is or elle est she is.
But 'there is' translates 'il y a' and 'he/she is twelve' translates 'il/elle a douze ans'.
