Plato wrote "Republic", he was referring to a roman ideal. An interesting part of the work is the section where he discusses the morality of tyrannicide( the killing of a despotic or evil ruler), Aristotle covers this topic more fully in his "Politics" Heavy stuff, but still relevant today.
