The level will have increased as mass is added to the volume of the water. If it dissolves, it will still displace the water similar to ice melting.

once you add sugar the volume will increase slightly, due to the actual total volume of solid sugar
but once it is dissolved it will decrease slightly again but will never come back to original volume, the new volume will be very slightly higher the the original one because sugar molecules have their own volume,
the amount of increase due to dissolved sugar will depend on its amount

Look by default it will increase but after a time when the water get worm then noraml "cold"
you will notice a decradation of water volume.
