I ordered gentrol aerosol for bugs which also lists mealy moths, but it seems it's not working.

First you have to get rid of the sources which will be any grain-type product in your kitchen or pantry. You can either toss them all, or check each for larvae or moths. Especially check pet food or bird food. Get rid of anythig that can support the larvae (grain or seed products). Clean shelves with soap and water to get rid of larvae tracks.
Then go to your favorite L&G Center and get some Pantry Pest traps. They have a phermone that attracts the moths and traps them in sticky stuff.
Once you get rid of the larvae and adults your problem should be resolved.
