Legal aliens are people who legally reside in this country with a green card who are still citizens of other countries. Illegal aliens are people who don't hold a green card yet reside in this country while being citizens of other countries.

If there are illegal aliens, and we perhaps know what that means, then, yes, there are legal aliens. An alien is essentially someone from somewhere else. If I take my passport and acquire a visa, if required, and go to another country. I wll be an alien there. If they let me in by lawful means, then I am a legal alien. If I get in by unlawful means--such as without permission or perhaps by bribing an official--then my alien status has changed from legal to illegal.

Yes. If you are registered to live and work here in the US(and there are many of them who do come to live here and work), you are a legal alien.
Once a year, legal alians are required to post a document. I don't know the exact details, but it's done every year.
