I ready a book by Cindy Crawford where she said, start with neutral eye colors till you get comfortable. Then you can branch out. For lips, try for something that looks like "your lips but better." Not too glossy, not too dark or light.
But neutral is different for different types. If you want brown eyeliner, there is reddish brown, golden brown, grayish brown. Start with grays and/or browns, and see which tones look good. When you try colors, make sure to wear a top that is in a color that looks good on you.
If you go to a department store, tell them you're new and want to start with the very basics. Prescriptives is a good one to try because they have clear categories of color for both cool and warm tones. They try foundations on you to determine your group, and then other colors follow from that.

However, the best way to do it is to get a beauty consultation at a major department store, Sephora, MAC stores, or even the beauty counter at the pharmacy. They often do it for free and the cosmeticians there are trained so they know what works for you. Good luck!

I wouldn't go with anything too dark around your eyes, because it tends to make people with dark hair look sickly. I have that problem. Try fresh pretty colors like pinks and golds. Try a nice coral color blush and a natural lipgloss. When you are experimenting with colors around your eyes, DON"T BE SCARED! Have fun with color to play your peepers up!

try getting some cheap eyeliner, mascara, eyeshadow, blush and lipgloss :)
u can go to walmart and try rimmel, or jane, or N.Y, Wet & wild, etc....
if u have bad/oily skin, u can get a translucent powder
first, on clean, moisturized face, use the powder puff and put on your skin, to take away shine.
next, take a brown pencil and fill in your eyebrows lightly.... get the eyeshadow and put on your upper lids.... use the pencil to line your lashes, and put mascara on the upper lashes.
get blush, put on cheekbones/apples of cheek (smile wide and dust on top the cheeks towards the ear)
lip gloss
voila, done!! get light colors, not too scary..... :)

since u mentioned your face round with black hair but u didn't mentioned your skin color which is most imp while doing a make up !!

that just depends on your skin color and eye color... if you have light skin your need ivory or light beige, and if your eyes are blue use a blue or gray eye shadow... get on the net and go to
