The assumption is that human flesh is a tremendous untapped resource for feeding the poor.

A Modest Proposal makes an argument that hunger and poverty can be solved easily by selling off the babies of the impoverished and serving them as delicacies for the rich.

Obviously, as it is a satire, he assumes that his audience will find the thought of eating children abhorrent. He assumes his reader is smart enough to take the piece at a figurative level, and know he's not really expecting people to become cannibals. He assumes they will make the connection he is implying that the political system was inept at dealing with the issue of welfare.

The essay was satire. He did not expect to be taken seriously. So the basic assumption was that he would not be lynched.

Hopefully he only wanted to provoke serious thought on a subject many chose to ignore.

It does illustrate the tremendous difference the ability to control fertility has on world.
