I know you have to re establish yourself to make a catch but what about to make a tackle? Please help

No, you just can't be first to touch the ball after stepping out of bounds. You can still tackle.

Yes. When a player leaves the field of play due to being contacted by an opponent, he must reestablish himself inbounds as soon as possible before he may participate in the play. If he goes out of bounds on his own volition, he is ineligible to participate until the down ends.
