Is it money, intelligence, leadership, charisma / likeability or something else?

Just as a side note, I found that Bill Clinton seemed more powerful than George W. Bush because of the charisma / likeability factor...but many people would say the latter because of his fierce determination to stop terrorist activities.

I honestly think charisma and personality have a lot more to do with it than the other factors. With the right personality, people PERCEIVE you to be smart, rich, etc. whether you are or not.

That also explains why cult leaders end up so powerful. They usually down right NUTS, as opposed to being educated and intelligent. But they manage to convince others to take on their insane world view.

It's all about cult of personality.

This is a very good question,I think.Some people would say money equals power,others family and relationships(love). Money may have advantages,as far as medical care prolonging life,making life easy,bending others to your will(money talks). On the family side,the push and support from family and friends may grant you inner power. The truth is,the only real power is realizing you have none what so ever,that it is an illusion,you may get to control some things for awhile,but in the end ,you really have no real control

All of those attributes you mentioned would certainly help. With the exception of money or friends that have money George W. Bush is missing all the others you mentioned so maybe having a brother who is Governor of Florida helped put him in power
