The call is routed to the destination network based on the number prefix of the called subscriber. The mobile exchange (MSC) contacts a Home Location Register (HLR) in this network. The HLR knows which cell you are in (even if you are roaming on another network) The HLR tells the MSC a special routing number that can be used to reach that cell. The MSC then routes the call to the MSC that owns the cell. This final MSC asks the base station to open up a voice channel over the air to the handset. The hanset rings...

There is no association between the called number and frequency of the channel. The channels are allocated on the fly as they are needed (There may be hundreds of phones attached to a base station, but only a few dozen channels that can be used for calls)
