No it's not...You can call and will probably end up in phone tree hell and then in a general voice mail box. I would be careful as to the content of what you leave; I am sure they will have your whole life added to the watch list once you dial in.

I guess as long as you are not threatening to kill him or anything like that you can call...

Anybody can call the White House. W. isn't going to take your call, though. And it is illegal to make threats, in any form.
