If both the IP addresses are connected to the Internet and are a part of the same VPN only then.

NO , they r Private IP's scheme 192 seriese , 10 seriese or Private IP's so they cant communicate.

But if and only if ther is VPN (Virtual Private Network) than these can commuicate but ther will be a PIPE of Real IP between the system.

There are private (non routable ip addresses 192.168.xxx.xxx is one of them) and there are public routable ip addresses. The 2 you list are private ip addresses.

192.168.1.5 and 192.168.1.123 are router ips
