192.168 is a reserved netblock for internal use with network address translation. You won't be able to ping it outside of the subnet.

No... the IP addresses 192.168.x.x are private (non-routable), so the packets don't travel over the internet. These addresses are used internally by companies and individuals. Around 90% of computers connected to any router have such an address. You can ping other computers on your own local network with 192.168 adresses, but that's it.

Both of these are internal ip. Unless you're on the same network, you will not be able to ping them. You'll need the external ips for both of them to ping each other.

No you cant ping it unless they are connected to the same LAN switch!
