Any City Clerk's Office, designated Post Office locations, clerks of the court, county/municipal offices, or travel agencies.
I did my last one at the City Clerk's office in Chandler. I was more comfortable doing it this way than through the post office. You may need an appointment though. If you are trying to get it in a rush, this is your best bet as well.
