Is ther a Honda bike mechanic out there who can explain to me how the decompresser works on my Honda Dominator

Not sure about your bike but its some sort of mechanical/centrifugal device.
The XL/XR350, XR400 is, I belive similar, but smaller version.
There is a bobweight built into camshaft that operates on front right rocker arm with linkage to a semi circular pin I think it is fully disconnected at around 300rpm
It is possible to remove it, but not a good idea unless you fit a manual decompressor
You do have RFVC cylinder head?
