You could begin with the Army Corps of Engineers and how they did not build our levees to proper specifications. This disaster was not a natural disaster it was definitely man-made.

Start off with a catchy quote, then go into how the dams and such were not built properly but then go into how because of it we are now better equiped to handle another hurricane, and how Katrina brought us closer as a nation which we needed!

Cause, what spawned the Catagory 4 storm, I.E. global warming, El Nino effect. effect what priced the Public paid nad loss of life? Does this help?

Maybe you should start with why people would try to live in a swampland anyway, or how people came to live there...or maybe why if people were going to live there, they didn't make the levee strong enough.
