Opening your son's mail violated a federal law, depositing the check violated a federal law and altering the check violated a federal law. You and your son should go to the Attorney General.

Sue him.It is an offence to tamper with or open anyones mail without prior permission from the person on the envelope.Get hold of the chq or photocopy showing where he has endorsed it and seek some legal advice and take it from there. But beware the landlord may get the hump and try to force your son out if legal action is taken..

any alteration to a check that is fully filled out (amount, person who's to get the money, signature) is an act of forgery and can be prosecuted as such.

More over, purloining and opening somebody else's mail is a felony grade offence, though I can't remember the exact legal term for it. IIRC, it's a federal crime too, as is any tempering with the postal service.

The manager committed forgery if he signed your son's name to the check not to mention opening someone else's mail. Call the police and have charges filed against him.
