No, and not just because he transported a minor out of state. That would certainly be something he can be charged with, but there is a bigger crime they would charge him with.

The United States has a law that states it is illegal for a United States citizen to travel to a foreign country for the purpose of engaging in a sexual act with a minor.

This law was created to punish those people who were going to certain countries that are known for "sex tourism" where middle aged men regularly travel to places where it is easy to find child prostitutes, and where the governments of those countries either do not have laws against it or do not enforce those laws. The main problem with prosecuting under this law is that the prosecutor has to prove that having sex with a minor was the reason for the trip and not a side activity while the person was there for some lawful or legitimate reason.

While some think this law is overreaching the government's authority by prosecuting people for things done in other countries, where the activity might even be legal, there are others who disagree. The premise behind the goverment being allowed to do this is that it only applies to citizens, and that the federal government maintains jurisdiction over its citizens no matter where they are. And in the end, these sexual predators are taken off the street and can no longer hurt children, anywhere in the world.

No. That would be crossing jurisdiction lines to commit a lewd act. I dont think you can take a 16 year old from an 18 year age of consent state to a 16 year age of consent state for the purpose of having sex.

The "perv" would not be protected by that - in fact he would be in even more trouble because he took a minor across not only a state line but actually out of the country for immoral purposes. He would be in a world of hurt over this - as in prison time for sure!

Since it applies to a minor, I guess the laws of the parents' place of residence apply in all cases... plus making a minor cross a border for the purpose of sex is an offence all of its own. Better get a Mexican date.

Well, it's illegal to transport a minor over state lines, let alone country borders, and he will still be a criminal for sexually assaulting a minor, regardless of where the act took place.

No, then he would add to his troubles by transporting a minor not only across state lines but out of the US also. Could fall into the "abduction" or "kidnapping" category.

Do you guys not get taught anything in school. If you are in the US I'm really starting to get discouraged about our educational system. It is illegal to take a minor across state lines, so absolutely not.

No. The US extends its laws in this area to all of the acts of its citizens, even those committed outside the US.
