First of all if my 11 year old neice wore a mini skirt and full make up she'd have about 10 family members on her like white on rice.
Parents control and teach the kids. Unfortunately parents of today allow the kids to pretty much do everything they want and it's the cool thing to spoil kids rotten without them having to respect or work for what they get.
People say technology but parents can control what goes on for the most part. Of course you can't control the kids outside the home, but if they are taught respect and doing whats right, then they are better prepared.
Parents make so many excuses but they are the main problem.
Kids are not taught respect and are not disciplined.
I think the line that sums it up was from that stupid lame movie mean girls:
Mom to the teenage girls:
I'm so glad you came over girls; now, you can do whatever you want here; I'm not like those other mom's; I'm cool mom.
Kids are taught how to act and their isn't much teaching going on.

I don't think it is the parents that have changed it is everything around us. Little girls "blossom" a whole lot faster than we did when we were younger. They are getting their boobs sooner and their periods sooner as well. No one really knows why some say it is all the hormones they use in the cows and it is in the milk and meats we feed our children.
But not only are they physically progressing faster they are mentally progressing faster as well. My son is learning algebra in 4th grade, I know for a fact we were still just doing addition, subtraction, and multiplication. They know about sex before we did, and they are having sex before we did too.
Also the rules of punishing your child is alot different if someone sees you spanking your child in public now they look at you in horror, and if they want could report you. When I was a kid my parents hit us and public and they corrected other peoples children too, now a days if you were to try and correct someone elses child all hell would break loose. And if your child becomes a delinquent you are held responsible but don't you spank him/her. As we all know no matter how strict our parents were when they weren't around we'd do whatever we wanted despite our up bringing.
And now almost every home has both parents working so no one is there to set guidelines.
There are too many reasons to list. But I agree things have gotten a bit out of hand.

Honestly Its because the parents are younger .Being a young parent means that all the little details of parenting will bug you so instead of you cutting up the babies food for them you make the baby responsible for that task (1 less thing you have to do). Its not wrong or even a big deal at the time but in the long run a child that has to take responsiblity of small things early will do the same with big things.

The media has changed, movies have changed, songs have changed. When I was a child you did not see half of what you do now-days on TV. I think parents don't discipline their kids or put down as many rules as our parents did, I am not sure why, but I think the fact that spanking is considered child abuse is part of it, we were all spanked if we were bad and that instilled fear, that fear prevented us from doing the wrong thing. children also have much more things than we did, they are spoiled and over privileged.

I believe our society has become so busy that children really have no choice to grow up fast. Years ago one parent could stay home to supervise what there children do, now it is impossible for parents to stay home, if any thing you need 2 and 3 jobs to make ends meet. We also glorify people like Paris Hilton, sports stars committing crimes that they do not have to pay for, movie stars just behaving badly. These are all well televised, and advertised. Also the growth hormones they are putting into our food and live stock, I think, is why children are looking older than they should.

Different parents raise their kids differently. And by the way, dont think for a second that a child molester only target lil girl that dress like teens cause they target children...period.
Its up to the parent to decide what is acceptable and what is not. Its been that way for the longest. There's was always a girl or boy in your class that got to do whatever he wanted...
Parents can be care-less unfortunately.

Access to technology is a big thing. I grew up in a world of Super NES and cable TV, and that was fine. Kids today are linked up to EVERY technological facet of the planet, so they just grow up faster.
It's also got something to do with the food we eat, which actually makes little girls develop more quickly. Some times I'm driving down the street and I see some little hottie walking down the sidewalk. "Oooh, hello there..." I say to myself, and then I get closer and I'm disgusted when I see that she's obviously in middle school, but I could see a HUGE rack on her from 100 yards away.... :P *lol*

I don't think the parents think it's OK. I think many parents have stopped thinking all together. We have a generation of adults who are too busy with their own lives to really care about what is happening with their kids.

it's fairly common, and i aren't feeling comfortable about it too. I think kids nowadays gets too much freedom into what they can do and even things they can't do, or maybe parents trust their kids so much (or are too busy working) into believing their precious ones know what they are doing, when they were in fact too young to know it all.
