Hmmm... I don't know my geography/architecture, but I would say to research some bridges in the CA area. They make reference 3 times to a piece of pavement being 'high' and they blatantly state it's in the west. Maybe the Golden Gate Bridge? Good luck

The highest paved road in the US is US34 in Rocky Mountain National Park, west of Estes Park, Colorado. Its Fall River Pass is 11796ft. I don't know how long it took to finish.
