Robert's Rules of Order was written by General Henry M. Robert of the United States Corps of Engineers. It is a way to hold meetings where the minority can be heard, absentees protected, and the majority will decide. It is used by the U.S. Congress and Senate and many clubs, organizations, and corporations.
